POSSIBLE SPOILER
Why do you think Arya gave the dagger to Sansa? Was it simply to imply "I'm not going to kill you."? She could have just left but instead gave the dagger first. Was this the same dagger that Littlefinger gave to Bran, who then gave it to Arya?

Bran gave it to Arya when they were reunited.

So it was the same dagger. But why did Arya give it to Sansa like she did?

Don't really know, but probably to show Sansa that she wasn't there to kill her.

I will gain some measure of respect for Sansa if she buries that dagger in Little Finger's neck.

In next week's episode Sansa speaks with Bran and learns of Littlefinger's misdeeds, and then Arya executes him.

How would the Vale react to this? Visions from Bran Stark wouldn't be convincing evidence to most people. How would they justify the execution? Perhaps Arya kills him using a face as to avoid involving the Starks? With the fast-paced story telling they are doing this season, I wonder if this would even be considered.

or she could just use his face after to take rule over the Vale troops.

"How would the Vale react to this?"
Maybe they won't care. He's been neglecting the Vale ever since the BoB. His only claim was the he was Robin's stepfather ( having been married to his mother for ONE WEEK) He has no charisma. If somebody in the Vale was smart, they'd just seize control and hope Littlefinger never came back.

It's hard to know how much of Arya's anger at Sansa is genuine anger, and how much is just her way of trying to wake her sister up. It reminds me a lot of her training in Braavos. She's doing the same thing the Faceless Men did with her, rubbing Sansa's nose in her own weaknesses to get her to rise above them. That last scene, creepy as Arya was, she seemed to be more or less her showing her sister that she's the one she should be trusting - not Littlefinger. If she had really wanted to harm her she could have done it any time. Then she gives Sansa the dagger, as if to say "You need this more than I do." You know, with all the people lining up to stab her in the back. I think she understood the message but again, hard to tell. Arya has the demeanor of someone who could kill you on a whim because you said the wrong thing. Gotta love her character!

All of the Northern lords will be present in the mass hall when Sansa sentences LF for execution. Sansa with Bran's help will expose lil'b*tch finger in front of everyone. And not a single Lord including peeps from the Vale will twitch to save his lying ass. That's when Arya appears and slits his throat. Buh-bye littlefinger, be gone, littlebitch.

There's one complication: the Stark tradition that the judge doubles as the executioner. I don't think Sansa would have the nerve to deliberately cut Littlefinger's throat. But Arya would. So Sansa would have to put Arya in charge for a while.

"It's hard to know how much of Arya's anger at Sansa is genuine anger, and how much is just her way of trying to wake her sister up."
A lot of it seems to be childhood resentment suddenly boiling up. Look at some of Arya speeches: "Using Bran's bow was against the rules, but I think father approved." "The governess used to rap my knukcles for doing things wrong." "You got our parents' room? You always got nice things." Plus Arya does not know Sansa got raped by a brute; she thinks Sansa has had a life of ease while Arya was forced to live as a servant and be whipped by the Waif.
The bit about the parents' room is interesting because Sansa had actually offered it to Jon, several episodes back. Arya just thinks she grabbed it.

I think if Arya knew that she might have more empathy, but the reasons why Arya is so angry with Sansa (in my opinion) is because of how weak she is. If she had initially escaped the Lannisters like Arya did, Sansa wouldn't have been in that situation. If she had escaped Kings Landing with The Hound like he had offered, Sansa wouldn't have been in that situation. If she had at least tried to manipulate or win favor with Tyrion when they were forced to marry and got him to help her escape that could have lead to something, but she's been soooo damn weak that she never ever tries to get out of her bad situations.
I'm currently rewatching the entire series and this is becoming more and more clear and why I never really liked Sansa. There's one moment when Joffrey shows her Ned's head on a spike where it looks like she might push Joffrey off a ledge, but she doesn't because she's weak. And yes that would have gotten her killed but she never plots a way to escape because she's being feed and still gets to wear pretty dresses and sleep in a comfortable bed.
And it's really only through confessing to Olenna (after much MUCH prodding) about how evil Joffrey is that she makes any contribution to his downfall and a 70 year old woman does all the hard work.
Arya's anger towards Sansa might be misplaced but it is CERTAINLY justified.
