Setting themselves up? Uhm okay but isn't every fanbase always setting themselves up then? I remember Katy stans laughing at Gaga's downfall and they got what was coming.
Gaga's last WW hit is bigger than ANY Katy single EVER RELEASED internationally in many important markets and it being from a movie doesn't automatically translate to being a huge smash like Shallow. At least Gaga's song was different than anything else on the radio and she didn't run to Max Martin for a sure-fire hit like Katy always does. If anything, it's thanks to MM that Katy even has any hits. Let her star in a movie and release a song like Shallow and she would BOMB, while Gaga making a song with Max Martin would probably have been as big as Katy's. In other words, there are much bigger chances of Gaga smashing with Max Martin than Katy smashing with a movie soundtrack.
Gaga's actually had huge impact in the music world whereas Katy hasn't.

I think Katy is beyond basic and I’ve never really cared for her music, but her latest efforts have been decent and I’ve heard the new single is being compared to Carly’s sound, so I’m definitely looking forward to a potential bop.

Gaga made the industry follow her from 2009-11. Her work with Mark Ronson sounds nothing like Uptown Funk, so that argument is DOA.
90 percent of pop stars' big screen debuts are a FLOP. 90 percent of Max Martin's work with major label artists are hits. There's a much bigger chance of MM scoring a hit with a main pop girl than a main pop girl scoring a hit movie.
I don't know if you're acting stupid but it is a FACT that Gaga shaped the pop music landscape when she came out with her weird outfits, her dance pop sound and her fandom name. All of that became a trend afterwards. I can drag you with the receipts if you want. Katy has only followed trends, never made them. What sort of f_cking impact has Katy had?

Not to mention the Rated R era was in production during GGGB in 2008 before Gaga ever blew up. If anyone was biting off Gaga's weird looks and themes it was Nicki Minaj. Rihanna and Gaga have never shared any similarities in looks or music.

Little Monsters was a known name but media wise I remember Justin Bieber's fanbase blowing up to a way bigger scale back in 2009. When you thought of fandoms it was synonymous with "Beliebers" up until One Direction came along.

I don't know. The Little Monsters and the "paws up" thing was pretty popular. Point is, labels and managements saw Gaga's fandom name and how it connected to her audiences and made their artists have one too.
