Yeah, I'm sure casting an unknown Japanese actress for the role of the obviously white character Major instead of the only actress in the world who can currently sell a female lead action film would have helped the film a ton.
The actual lesson that needs to be learned is that if you are going to adapt a successful source material, then actually stick to the spirit of the original instead of stripping it of its soul and making it a bland and boring action film.
Whitewashing or not, I still think they should have casted someone else for the lead role. I mean why Scarlet Johansson of all actresses? She's like the most boring movie actress I've ever seen, even in Captain America: Civil War which is a film I really hate because that film just bored me to death.
No, I just don't know which are popular nowadays, not I don't know any. The thing is I'm struggling to think what other actress looks like the main character.
Because I don't like her and ok I made a typo and meant to say "of all other actresses".
Fine, I'll put put it this way. They shouldn't have made this movie at all, the 1995 anime is perfectly fine, this on the other hand was a movie people didn't want.
There is nothing missing from my theory. She is the only female actress to have starred in the Lead role of successful action Blockbuster in the last...at least 5 years. Probably longer. The fact that she also starred in a film that flopped has nothing to do with this fact.

That's actually pretty lame that she is currently the only bankable action film actress at the moment...

Only problem is although these are all action films with a female lead but non of them are actually got actresses that are "successful" and are "popular". Bear in mind I do like Kate Beckinsale in the Underworld films but she wouldn't be a good enough fit for this film.
The underworld movies are vampire porn. They are not action movies any more than Twilight is. And Blood Wars made about half as much as Ghost in the Shell on its opening weeknd.
Resident Evil: Retribution made about the same on its opening weekend. No Resident Evil movie has grossed over 60m. Resident Evil: The Final Chapter made a grand total of...25m at the US box office. Yes, those movies did decently overseas, just like all movies based on videogames. See: World of Warcraft, Assasins Creed.

Hollywood will never learn, it's like Hollywood deliberately want to bankrupt themselves rather than casting the right people for the role.

Who should they have cast?

I don't know to be honest, I don't know how you'd find which movie actresses are the most popular right now?

Yet you can't name a single one....

"The only actress in the world who can currently sell a female lead action film"? Really? ScarJo is the only one?
Well, if that's true, this movie should have done well. She's in it, and it is not off to a good start. So, something is missing from your theory.
