I wonder, why Mark Ruffalo is listed as a Guest Star, but Tim Roth is listed as a Regular, despite that they are both credited as special guest stars in the episode on-screen credits. Also, Mark Linn-Baker and Tess Malis Kincaid are credited on-screen in the main cast section, after Maslany, Segarra and Gonzaga, and before the special guests.

Tim Roth isn't credited as a guest star. Marvel Studios has done this before; have an actor credited with "and X" after an actor credited with "Special Guest Star X." They did it in Loki and, most notably, Hawkeye. In Hawkeye, Vera Farmiga is credited after the Special Guest Star in 5 out of the 6 episodes. In the only episode where Linda Cardellini, the Special Guest Star, does not appear (episode 3), Farmiga is credited as a normal, main cast member.

Also, Mark Linn-Baker and Tess Malis Kincaid are credited on-screen in the main cast section, after Maslany, Segarra and Gonzaga, and before the special guests.

Mark Linn-Baker and Tess Malis Kincaid are credited with the main cast in this episode but they should really only be moved to the Regular Cast section if they appear and are credited as part of the main cast in more than half of the episodes of a season. The inverse is also true; if a person in the Regular Cast section appears in less than half or the episodes in a season, they should be moved from Regular Cast to Guest Stars in the episodes they appear in.

Ok, fair enough, although it's rather odd to credit special guests inside the main cast block.

Since no one saw all episodes yet, and can't say how many appearances they will have, shouldn't they be first listed exactly as they are credited on-screen, and removed from regulars only after the fact (if necessary)?

TBH I'm failing to comprehend your logic. Both Jon Bass and Mark Linn-Baker are credited as the main cast. Both have appeared only in two episodes so far. But when I added Jon Bass as a guest star you moved him to season regulars. Yet Mark Linn-Baker is still a guest star. Because...?

Anyway, if my math is correct, 2 is far less than half of 9. It's even less than half of the already aired 6 episodes. So why both Tim Roth and Jon Bass, who have 2 appearances each, are still listed as regulars, but Mark Linn-Baker is not? Maybe you know for a fact that they are going to appear in each one of the remaining 3 episodes, but Mark Linn-Baker doesn't?

Jon Bass and Tim Roth were announced as part of the starring cast while Mark Linn-Baker was not - https://lumiere-a.akamaihd.net/v1/documents/she-hulk_attorney_at_law_project_profile_final_08-08-22_0b9807ca.pdf

There are still 3 episodes. If these 3 remaining episodes do not take Jon Bass and Tim Roth to the halfway mark, they will be added as Guest Stars instead, along with any other actor in the Regular Cast section that doesn’t meet the minimum number of appearances.

I thought the bible suggests considering only on-screen credits, so shouldn't they all at least be treated equally? In any case, that won't be the first time when press releases contradict the on-screen credits.

reserved exclusively for cast members with a series regular status per a season on-screen credits.

The goal of these questions is just to better understand TMDb rules and principles, which seems rather vague IRL.
