The facts that 2 parts were broadcasted on the same day doesn't necessary mean that they are one single episode. We need a confirmation of the exact Italian broadcast, not a guess. Another report say the reverse than you and indicate that there should be 8 episodes in each season.
The 2022 report highlights an issue I also pointed out: both seasons were broadcast in the same way, but TMDB lists 8 episodes for season 1 and only 4 episodes for season 2. This inconsistency should be addressed. IMHO, the fact that both in Italy and in France two parts were broadcasted the same days is because the two parts are a narrative unit, an "episode", splitted in two for convenience, but I do not know the exact policy of TMDB.
Translating the Italian term "puntata" (plural: "puntate") is not straightforward; perhaps "installment" is the most accurate equivalent. We do have the term "episodio," but its use for TV serials is relatively recent; people commonly use "puntata" instead. Conversely, "capitolo" (plural: "capitoli") corresponds to "chapter" and is simply a way to navigate through the stream (similar to how we did with DVDs).

The link you sent me seems to be broken, but I believe you are referring to a 2022 question in French.
I guess that when they aired in prime time, each episode was split into 'Part 1' and 'Part 2'. You can confirm this by checking the dates (they are the same for parts 1 and 2, 3 and 4, 5 and 6, 7 and 8) and the durations (1 equals 1+2, 2 equals 3+4, 3 equals 5+6, and 4 equal 7+8). Please note that the site of the producing TV (MediaSet) has 4 streaming episodes for both the first https://mediasetinfinity.mediaset.it/fiction/ilsilenziodellacqua_SE000000000709 and the second season https://mediasetinfinity.mediaset.it/fiction/ilsilenziodellacqua/ilsilenziodellacqua2_SE000000000709,ST000000001749 .
