Why "Translated Name (Ukrainian)" field locked?

Because either the Ukrainian translated title is the same as the Original Title or the series has not been officially released in Ukraine.

It's not officially released in Russia, Georgia, or other countries without official Disney+ access. Yet for some reason those translations are not locked.

The guidelines are listed in Contribution Bible and it's up to users to follow them. It is impossible for moderators to check every single translation of every single movie and TV show entry to verify its accuracy. No one has reported that there is no official release in Russia or Georgia for this show.
If a movie or TV show has not been officially released in a country but the entry is using an unofficial translation, just remove the translated title and/or report the entry requesting the translated title for X translation be locked blank because there is no official release.
