"The crew of the USS Orville visit 'The Sanctuary' to conduct an annual inspection of the colony to make sure both sides are abiding by its terms. They will be looking for any sign of interference from the Moclan authorities, threats, harassment, surveillance, any act of aggression, no matter how small, that would violate the agreement."

"The Moclans are also sending an inspection team, led by Commander Kodon. They'll be looking for any indication that Heveena has broken her word to stop smuggling newborn females off Moclus."

"Kelly and Bortus take Topa along on their visit. The Moclans see this as a violation, but Kelly insists that the agreement allows females of any species to be part of the survey team."

"Topa spends time with Heveena, while the team are touring the grounds and speaking with some of the colonists."

"Heveena tells Topa that they have reestablished the underground network to rescue female infants from Moclus and bring them to safety to The Sanctuary. If discovered, the Moclans would destroy the colony. She asks Topa to work for her as a messenger on the USS Orville and relay encrypted messages to their contact on Moclus. This must be done in secrecy and Topa agrees not to tell anyone about this."

"While watching the luminites, Topa is captured by Commander Kodon and taken away to be interrogated under torture. Kelly and Bortus pursue them in their damaged shuttle."

"Meanwhile Ed finds out that Heveena has violated the agreement and Topa was captured because she knows the name of their primary contact on Moclus and the quantum frequencies that are used to encrypt messages. Initially, Heveena refuses to help save Topa, as this would mean the end of The Sanctuary, but after an inspiring talk with 'Dolly Parton' in the Environmental Simulator, she agrees to confess everything to the Union Council."

"Topa is saved and brought to the Union Council, where everyone can see what the Moclans have done to her."

"Moclus is expelled from the Union, but at what cost? The Union has already lost the Krill as an ally, and now they have also severed ties with their main weapons supplier, the Moclans."

"The Sanctuary is recognized as a sovereign state and placed under the protection of the Union."

"Klyden reunites with Bortus and Topa. He apologizes and now accepts Topa as his daughter."
