Yes, it was Rob Lowe. He did play the character in the pilot. If you can find a screen shot of him and the commander in bed together from the pilot you can tell it's him even with the makeup. I thought it was just an uncredited cameo until he came back for this latest episode. He was credited in the newest episode.

What I find especially amusing is that H&I channel just showed the DS9 episode where Lwaxanna Troi's mental powers made everyone on the station lustful.

But that was just alien alcohol type stuff, same as The Naked Time in TOS. Basically a natural phenomenon, just not on Earth. For this episode of Orville, and that episode of DS9, it was an actual alien being causing the trouble.
