Also, if anything like that happens/happened in the real world, I suspect someone like Claire's brother Alonzo would not be poking around in a federal investigation. Cop or not. The first time he popped up, someone - either from his own department, or someone from the FBI - would tell him to butt out. And if he didn't, he'd get locked up for interfering with a federal investigation. His not-so-credible purpose in the show appears to just be fueling Grace's mental issues.
