I figured he was going to use the opportunity to frame Nolan. He made that unannounced (and not exactly according to procedure) visit, demanding to see the cargo in the very same building the terrorist girl gained access to later. And look at that - Snyder's key card went missing right after his visit! His call to the Governor General informing her of Nolan's poking around was the perfect, unintended touch. Who could make a more ideal scapegoat than a sleazy used car salesman type like Nolan? But instead, he just tried covering up all evidence that the plot originated in his camp. Not surprisingly the Raps weren't interested in hearing any excuses. The ship took off from there, so they're the ones who got blamed.
Snyder didn't go down with his ship though. The question is, why did the Governor General come and get him like that? She risked her own safety skating in there just before the place got demolished. I wonder why? Could Snyder be aligned with the high level insurgency she's almost certainly part of?

i thought nolan was going to be blamed too. i was surprised when she saved snyder. they must have some connection we haven't seen yet. she also let him take bram.

I don't think it mattered much to her if he wanted to bring someone else, as long as he got in the car quickly so they could leave. But yeah. There's clearly some kind of relationship between them, either professional or personal. She was a bit abrupt with him when he called her on the phone; but of course, phone conversations aren't necessarily private, and you watch what you say accordingly. I'm pretty sure the Governor General is with the shadow insurgency that seems to exist within the upper ranks of the Authority. A lot of hushed calls on sat phones, and the way she dropped that pin under the podium in the main council chamber (a listening device?). Something's going on and Snyder may be part of it. Hence the rescue.
