First of all, Lyra is highly aggressive, refers to Winn as a human, immediately wants to see his apartment, and can whoop monsters twice her size. In addition, Winn has a position in the DEO, and that makes him a valuable target. Lyra said that she hasn't met too many humans up for dating aliens, so she finds Winn as an easy mark. In addition, we see Winn pour his heart out to the girl. Winn is weak, and a security risk to the DEO.

Winn, like Cisco, doesn't have a lot of dating options. Besides being "married" to their jobs they're also not the most socially outgoing. So that tends to make them a bit desperate and susceptible to women that mean them no good. The main difference though is Cisco is aggressive with his desperation (constantly hitting on Gypsy) and Winn is passive (Silver Banshee and now this). Under normal circumstances yeah a healthy heterosexual male being offered sex from an attractive woman (well, alien woman, assuming she has similar parts to human women lol) would say yes, BUT they would know not to move as fast as Winn is and definitely not take her to his home. That's how stalkers are borne. Winn probably knows better but he also knows he hasn't had sex since Silver Banshee so he's throwing caution to the wind.
The thing is, though, I doubt they'll repeat Siobhan. Not exactly anyway. I think Lyra is hiding something, and I think she wants something from Winn (besides you know what), but at the same time I don't think she's up to no good exactly.
Also: Starhaven was the home of two L.E.G.I.O.N. members, and L.E.G.I.O.N. was the precursor to the League of Super-Heroes, of which both Supergirl and Mon-El were members. I think Lyra's appearance on the show is going to lead to one or the other (if not some combination of the two) appearing.

I was looking up Starhaven last night, and I read something about Native Americans populating the planet in the future. I was trying to find aliens that looked like Lyra, but I didn't come across any of them. She could be a good gal, but it's highly possible that we won't see her again.

Its possible she's a nod to both Wildstar and Dawnstar. Her facial ridges kinda resemble wings, don't they? And the name might be a nod to Lyrissa Mallor, another member of L.E.G.I.O.N.
DC may have no clue how to write black male heroes, but everything else they seem very cognizant of. I don't think alien Native Americans would wings would go over well, so we get (IMO) this nod in Lyra. The only thing they kept from Gypsy is the name and gender, everything else was (thankfully) abandoned. Savitar isn't a bare-chested middle-eastern man with a helmet. Brick wasn't an overweight black man whose skin looked like, well, bricks. And so forth. This is more of the same, I believe.

Season 1 focused on the alien escapees from the prison Fort Raz which was located in the Phantom Zone. Season 2 is just aliens in general.

Winn's position in the DEO might look innocuous on the surface, but he has his hands on a plethora of classified information concerning data on aliens. Lyra--the first time we saw her--proved that she was a trained weapon when she took out those two aliens without breaking a sweat. I think many people just automatically assume that aliens can fight because they're aliens. That's not true, and I think Alex proved that in Season One when she whooped Kara. She was proving a point that you can't rely on your strength in this world, and if people were thinking critically, they would understand this is the reason a Guardian--with the right training--could be a valuable player in this universe. I think Lyra's interest in Winn has to do with his access to the classified material in the DEO. Winn is mentally weak and insecure, and with the right grooming could be manipulated into betraying his friends.
