EDIT: Or... did I misunderstand this quote from the rules:
"exception: some extra DVD material such as documentaries, making of and short films are allowed as a movie in the movie section provided they have a director listed in their on-screen credits. TV extras have their own set of guidelines and are usually added as specials."
Is that saying that extra dvd material documentaries are usually allowed as movies (with a listed onscreen creditted director) except for when the documentary is extra DVD material for a TV show? In which case, it should be in the Specials?
