Completely necessary, The Court of Owls/Virus plot is interesting enough and doesn't need this idiotic Fish side story. same goes for the Penguin/Riddler feud but at least those 2 and the supporting characters are more engaging.

We get it -- you're a devoted fangirl, but people don't always have the same loves/hates as you do. Is that okay with you? As far as JPS doing something? Yes -- her scenery-chewing is annoying and totally brings the audience out of the story.
