So, when Captain Sisko goes back in time and replaces pivotally-historical-activist Gabriel Bell, why didn't a Federation Timeship from the 29th century show up to stop them?
Well, of course, it's really because all the Timeship stuff was on Voyager, which lasted 2 years longer than DS9, and nobody bothered to write that stuff for DS9.

Just like in the episode "Trials and Tribble-ations" DTI investigators reviewed the case and decided that 'no harm was done' to the time line.

Well yes, but DTI investigators couldn't themselves time-travel the way the 29th century Federation Timeships could.

It is possible that DTI or some other department in the 29th century read the 'old' report and decided not to interfere.

Ah but that's just the thing, they wouldn't have been interfering, they would have PREVENTED the inferference by Sisko. That is what they do. They would have made it so that Sisko never went back in time, and the original Bell does the original things as he did.
But aside from 2 years of Voyager episodes coming after the end of DS9 and stuff, plus the usual Because Plot/Because Drama/etc, this stuff is never consistent. In other shows too. In "Charmed" for example - the great original, not the craptastic "reboot" - in the last 2 or 3 seasons (maybe 4) they had some "Cleaners" that showed up occasionally, to fix things like that. But they never appeared in the earlier seasons, just because nobody had thought of writing them yet.

If the temporal incursion did not 'harm' the time line in any major way - according to their guidelines - then any action from the time police to make things perfect - as it was originally - could have an adverse effect and cause a real serious alteration. They would have to try to correct that then, and so on. Leave it as it is now when 'no real harm has been done' or take the risk of trying to prevent it and causing more 'harm'.
Of course I know it is all plot/drama and time travel is not possible. Time Police were not present in older shows before, because they were not thought of by the writers then. But I just go with the flow and whenever I rewatch (S)TOS or other Star Trek shows, I think that there was no Time Police in that particular episode then, because there was no reason for them to interfere or prevent the temporal changes, as they were deemed of a minor effect to the time line.

Seems kinda lazy though. :-) And the thing is, all the 29th century Time Police would need to do is stop Sisko et al from beaming down when they got to Earth. That keeps Earth's past perfectly intact. Then after correcting the transporter problem, Sisko and Bashir and Dax beam down to (to them) present-day Earth as they were supposed to have done to start with.
Problem there, of course, is that means basically no episode.

Same problem with a lot of Star Trek of course, although I suppose much of it could be avoided with more careful writing and planning.
Like in the "First Contact" movie, all the Borg had to do was go back in time FIRST, and THEN go to Earth.
But then they win!
And we can't have that!
(Arguably they "had to" go back in time first anyway, because if they went to where Earth was THEN, and go back in time 200 years or so, suddenly Earth wouldn't be there any more! It would be where it was 200 years earlier...)

I expect the 29th century Federation Timeships found a way around that.
Oh, and no time travel seems like it would also mean the Federation never gets started, because of the events in the Enterprise series that involved time travel.

Also one theory of time travel is that if time travel is ever possible, then we're already living in the best timeline that could be created.
Which would also mean that while ST:P et al think they've banned time travel, the fact that 29th century Federation Timeships DID exist, proves that that was unbanned at some point.

At least they did until T'Pol told them how she experienced it. But since the Vulcan High Command was disbanded before the end of the Enterprise series, who cares what they thought?
