It served as a backdoor pilot to NCIS, but should not be added to the specials of NCIS. It IS still a duplicate.

this has apparantly been deleted by a mod without a note or closing the next day, and they started renumbering the first 30 specials-that-aren't-specials.
So the issue of the specials that aren't specials remains.
