The Pendulum is a criminal organization that plans to take control of the U.S. military. It is up to the IMF to stop them. And they do so in a disappointingly hamfisted fashion.
Casey seduces Dean Stockwell, a semi-dissatisfied member of the Pendulum and tries to woo him over another fake secret organization (run by the IMF and a bunch of actors I guess).
The Pendulum gets wind of this scheme and plans to kill him, but it doesn't really work out. The IMF plan doesn't really work out completely either, but they do figure out The Pendulum's plan in the nick of time and save the day.
It lacks the subtlety and wit associate with much better episodes.
I'll have to put this one in the "don't like" category.

Oh... a minor bit in the plus column: The bad guys can use the mask trick, too. You'd think the IMF would be a little quicker on the uptake. Or did they think they were the only ones with that particular tool?

My opinion about this episode? It is one of the most stupid, ridiculous, and just plain horrible Classic Mission Impossible episodes ever! It's even worse than season four's The Martyr! The ONLY good things about this episode is that Willie doesn't have to pretend he's a janitor and Willie and Barney don't have to get themselves arrested on purpose. That's my story, and I'm sticking to it.

They had Dean Stockwell as the guest bad guy, and this was the best script they could give him?

Did it look to anyone else that the cast seemed to be "going through the motions" acting-wise, on this episode?
