Thomas Bachman, who looks like he is wearing make-up that makes him look old (but we have to pretend it's not make-up), is a hoodlum who screws over Matthew Drake, his bigger fish hoodlum boss, by stealing computer records of the Syndicate's operation and then blowing everyone up with a suitcase bomb. But -dun dun DUHN - Drake doesn't die. This means Bachman can no longer rest easy in his nice comfy Central American paradise and has to split. Because Drake is PEE-OWED!!
Oh. And the IMF gets involved because they are nosy and want their hands on the computer records, too.
They develop a complicated plan that hinges on the bad guys acting in specifically certain ways.
Barney finds Bachman before Drake does and poses as a pilot who can sneak him out, but he makes sure a cafe-owner (who happens to know English) overhears salient parts of the plan.
Barney fakes a plane crash and he and Bachman have to try and make their way to civilization only to find a mansion run by Jim, Casey, and Willy. They leave about a hundred "subtle" clues lying around that convinces Bachman that there is a fountain of youth on the premises. Casey lets him follow her to this underground fountain and lets him question her until she "reluctantly" squeals out the whole fake story. He gulps down some of that water and the IMF knocks him out with their little knockemout gizmo and they do some plastic surgery and he no longer looks like he is wearing old person make-up. He wakes up thinking he is young.
Then, as per IMF plans, Drake's henchmen arrive at the mansion, and Bachman convinces them to take him to Drake and to take Casey as a hostage (who he believes is secretly his cohort). Then, when they arrive at Drake's headquarters, he gives out the whole hokey story, which Drake, reasonably enough, doesn't believe. To prove it, he betray's Casey and withholds the magic youth potion. She is wearing a mask over a mask, (because she anticipated he would do this) and removes the "young" mask to reveal the "old" mask and Drake buys this claptrap so he agrees to let Bachman back into the fold if he would go fetch the computer records (as per IMF plan).
When he does, the bad guys get busted.
Justice is served!
The plot is hokey and contrived and doesn't move very fast, but it has some fun moments. It wasn't a bad way to pass an hour.

Kind of sounds like the episode The Visitors from season six.

I don't recall "The Visitors."
Sadly, I have forgotten much of season six. I just remember it being a letdown from season 5.

It also reminds me of the great season 3 episode called The Elixir. The late, great Ruth Roman was in that one.

And speaking of The Elixir, Ms. Roman plays an Eva Peron-like character. It's one of my favorite episodes and I highly recommend it.

Doesn't Bachman try to get Drake NOT to kill him by telling Drake about the miracle water could help get rid of facial injuries Drake sustained in the assassination attepmt?
