Why did they have Bob Johnson do voiceovers for some actors? Why didn't they use the voice of the actor? It was most noticeable in the Rebel in season 5. One of the main characters was voiced over. I've also noticed it with characters that have small parts from time to time.

That sounds reasonable. It was done a few times in the earlier seasons too I noticed. But never with a major player in an episode.

This may not be the correct place to ask this but what production category covers Voice over. Another thing is were is credit for dvd authoring go?

Interesting observation. I hadn't noticed but will probably now not be able to unhear it.
It may be that the bit actor's voice was not delivered in a convincing manner. Or, perhaps, money could be saved. If an actor does not deliver any lines, they don't have to be paid as much.

Bob Johnson has done a lot of dubbing (looping) in his career, also in other shows. For example, it seems like he dubbed Clegg Hoyt, who played transporter chief Pitcairn in "(S)TOS: The Cage (first pilot)", and he also voiced some other actors in smaller roles.

The Voice On The Tape: I am watching Perry Mason this morning on MeTV. The Case Of The Bountiful Beauty. An uncredited Bob Johnson was very clearly : "The Voice On The Intercom." Once again, heard but not seen.
