So, Why would they want to create MORE telepaths? Such as by Lyta making a deal with G'Kar to help restore that ability to the Narn.
Clearly the Vorlons didn't meddle with telepath ability just on Earth. They're likely responsible for ALL of them, for ALL races.

Maybe the Vorlons didn't re-create the ability for the Narn because they knew (thanks to Sinclair/Valen) what the Narn would do if they had it.
