When Marcus first joins the show in season 3, at his first appearance Garibaldi says that he has no idea who Marcus is or why he came to B5. But Garibaldi should have recognized Marcus as a Ranger.

Was Garibaldi still keeping quiet about his knowledge of the Rangers at the time?

He and Delenn and Sheridan knew for sure, and Susan had apparently figured it out on her own. Dr Franklin didn't know all the details yet - not until the end of that episode - but Garibaldi could have maybe told him a little something to help with his treatment. I was looking for any sign of recognition that Garibaldi recognized that Marcus was a Ranger and then told Delenn and Sheridan, but there's no indication that he did.

He was wearing that human/minbari/jewel thing. And what seemed to be the standard Ranger outfit too.
