So, we're told that people come to Babylon 5 and don't get the opportunity/job/whatever they hoped for, and they can't afford to go back home, so they're stuck there. The "Lurkers."

Doesn't that mean that eventually, "lurkers" would fill the whole station? Because more keep arriving and then can't leave.

I would think that there would be ships going from B5 back to Earth - or maybe other colonies - that aren't full-up, and they should be taking "Lurkers" with them. Too bad that was never mentioned. There were some rather useless "filler" episodes that could have been replaced with things that advance the story, or at least help build the underlying "world" or something.
