- The Judges in 1795 at Vicki's trial
- Some Collinwood jail employees in 1795 and 1797 (6?)
- Collinsport deputies who shot Willie Loomis
- The Judge who almost married Jason and Liz

I would not count any PT characters. The Sheriff who handled Paul Stoddard's case seemed ordinary. Bob the Bartender himself. Cops in the 1897 storyline. Ezra Braithewaite. Now, anyone else?
