No. The runtime field is not for overall runtime.

Yes, it is. If you set 100 minutes in that fields it rounds up to 200 for both episodes. This way it’s shown total runtime on Letterboxd for this doc. You can check other limited series shows on TMDB that a runtime has been added on that field.

No. Those other limited series should be fixed and have that field removed and kept blank. If episode runtimes are varied, they should be entered on the episodic level and the runtime on the series level should be left blank. The runtime on the series level should only be filled if the episode runtime is consistent.
Do note that this is a somewhat recent change to the rules on this site so it is expected that lots of series with variable runtimes will have runtimes entered on the series level as this used to be the norm/consistent with the rules- these should be fixed.

@softpillow has explained this pretty well already. I'll add that any TV entry that has multiple runtimes added to the series level field should generally be reported whenever you encounter them so the field can be left blank.
