This episode is titled "ほんこわ①" in Japan so "True Horror 1 (1)" is the correct English translation.

Then the correct Japanese title of this episode is "元気でるヨ／思い出", according to the official X account https://x.com/anime_chiikawa/status/1696447599253860624 .

That's because the air dates for episodes 95 and 96 were mistakenly swapped. Episode 96 was mistakenly broadcast in place of episode 95 on August, 29, 2023. Both episodes were then broadcast in the correct order on Sept. 1, 2023.

But on the VOD streaming platform, the content of episode 95 is '元気でるヨ／思い出'. So why not change the air date of episode 95 to September 1st, and episode 96 to August 29th?

Because the default order is the air date order. What you're suggesting would be against the guidelines.
