The guy who dies of a heart attack after seeing see the bum who lives behind the Winkie's. Oh, crap just let me look up the actor's name real quick. Fischler is the guy's name!

Anywho, they have shown him several times but have left us completely in the dark as to who he is unless I have missed some clues. Any thoughts?

Invidia has brought up some good points that make complete sense. I think he is evil Coop's LV contact. I completely forgot the conversation in part 2 he had with that kid and it seems to tie in with the theory he is making these contracts happen.
