Also, the “puppet plays” are not actually separate episodes, but segments of the regular episodes.

Those episodes always gets added in the Special Season. Example BLUELOCK Specials.

Probably because some of them gets broadcasted separately in Japan.

They were streamed on YouTube after they first aired as part of the episodes on TV, though.

No Idea then. I really don't care about those episodes as they are still a part of anime's story world but the promotional video isn't so it's better to remove it from the special season.
