Who and when agreed to that? Even if you look at the Marvel movies' entries, you can see superhero identities being credited.
IIRC, this was a tokusatsu-wide discussion a few years ago. Japanese toku shows generally only add an alter-ego credit if they actually transform in said episode for most of them. Power Rangers and most other Ameri-Toku have never had an alter-ego credit for the TV show ever. Plus there are instances where the character name and their alter-ego are basically the same, or the character is there from the beginning but don't get super powers until half-way through.

Main characters of Avataro Sentai Donbrothers transform in most of the episodes, because they are the main characters. Still, how a superhero identify being credited or no in the credits affects being credited in the TMDb database? As I said, I simply don't understand what you mean by all of that.
Kaito is only credited as "Zenkaizer Black" in a handful of episodes that he appears, though. Credits should be consistent. Alter-ego credits are not. I believe someone said that this would be ideal for whenever the supposed meta series project kicks in.

The rules allow the use of "Miniseries", but not "Limited series" and a miniseries should have no more than 12 episodes.
