Obviously it was Because Plot and stuff, but really, how likely is it that Raj wouldn't know that he could talk to women if he even THOUGHT he was drinking alcohol, until the first time Penny made him a Grasshopper?

Because he had never thought about drinking alcohol before. He thought it was naughty. It was a new set of thoughts for him.

Naw, I don't believe that Raj never had any alcohol before leaving India, or in the US before that time in the show.
