No reason for them to bother to actually make it complete, I expect most of the pages we saw were just random text. All they had to actually write was the dialog.
Plus there were at least two pretty different versions, before and after Priya "pwned" him.

Sheldon should get a law degree or a professional to write a proper airtight agreement. Kobayashi Maru wouldn't save him the next time.

Sheldon probably thinks he already knows all about the law, because he read a book.
But mostly, I don't think Sheldon would ever be able to get away from his self-centeredness which is what would really do him in, as it did in the other examples in the show.
Also when you get down to it, none of these rules actually need to be written down. Because Sheldon settles all ties.
