We never actually saw Penny in green, but one problem is that Yvonne Craig was only 5' 4" tall. The "green Orion animal-women slaves" were TALL. When Vina (Susan Oliver) was in that role, she towered over Pike (Jeffrey Hunter) who was 6' tall.

Now, Penny (Kaley Cuoco) is only 5' 6", but she still towered over Leonard.

(Another technical complication: the "green Orion animal-women slaves" were not supposed to be able to talk. Ignoring the Enterprise series retcon.)
