I did my taxes March 21st and got my refund by the 10th of April.

A lot of people are finding out that they should have adjusted their withholdings etc from last years' tax cuts, and falsely believing their taxes went UP.

I don't earn enough to have to pay. But I have been paying back taxes from 2008, 2009, & 2011. I pay more in interest & penalties than I ever owed to begin with! I hate the IRS!

There are lawyers and stuff who will help with things like that. Although if you've already made a settlement/agreement, it may be too late.

I made the agreement years ago, I only owed a couple thousand but like I said I'm paying more in penalties & interest. If I wasn't on Social Security & would stop paying them. But if I don't they will take it out anyway.

Those lawyers etc always suggest that they can get rid of at least some/most of the interest and penalties, but that may only work for people who are able to pay off the settlement amount, quickly.
The only time I ever owed any taxes, was an identity theft situation. It took a while to fix, but I didn't have to actually pay anything.

But if they're living and earning outside the US, at least for most of the year, I don't think they have a tax liability. That's why US citizen Hollywood stars buy islands and officially live in Ireland and stuff.
