If HYDRA is in control in the Framework who are they fighting?

Who would be these virtual adversaries in the Framework that May is hunting down? If we assume that HYDRA is the Winner who lost besides individual Freedom? I wonder if HYDRA is a global force and all governments fell internally due to Super-Soldiers?
