I'm beggining to suspect that the only reason he was there is to witness a new "Mystery Box" device a.k.a the Helicopter. A McGuffin if you will.

This is gonna introduce us to a community of soldiers and the government located on a military base or smth. They will be even worse than the saviors LOL. So, Rick and Morty...oops! I mean Rick and Negan will have to unite against them, somehow. That's how I see Negan surviving much much longer on the show.

Ah. They could go straight into the commonwealth storyline that the comicbooks are exploring right now, lol. After all, war with the whisperers would simply be repetitive after the "All Out War" storyline plays out.

It wasn't an apartment tho, it was a container still, like the ones you see from the outside. I believe their whole dumb speak and dirty robes was affront to something. Hell, she even dressed normally bc her community was wiped out and there was nothing to hide anymore. Except that helicopter, obv
