Negan specifically ordered him to kill one person to get the Trash Heap people in line, instead he wiped them out to make a point. Negan doesn't like it when people disrespect his rules or sleep with his women, so I am sure some sort of punishment will be involved. I think that Simon will get the Lucille treatment wants Negan finds out what he did to escalate things.

Or they are setting it up that Simon will be so over-the-top bad that he will be a catalyst for Negan to see the error of his ways and jump alliance to the good guys.
