Negan or the King?

I'd say Negan. Why? Well, because the King is trying to inspire people to hope for good, and he himself has had to live above himself to be someone his people can look up to.

Negan, on the other hand, seeks to instill fear through abject cruelty. Contrast how Negan spoke to one of his most faithful underlings recently; you'd think he was about to introduce him to Lucille right at the meeting table.

Does Ezekiel's rhetoric seem long-winded and "extra"? Yeah. And if that's what you mean by blowhard, then, yeah, maybe the nod goes to Ezekiel.

But Negan pushes too hard, and might have had any number of additional members had he not pushed so hard that many will never trust him. As such, his talking too much has also become tiresome.

In other words, if I had one bullet, on whom would I rather use it to shut them up?

Negan.

I like that "one bullet" explanation. Yeah, Negan.
