The one scene I always go back and watch is the scene in season 2 when Shane loses it on the farm and starts demonstrating on a walker of how these things aren't sick, they're just dead.
I thought it was a pretty well written moment and really elevated by Jon Bernthal's performance.
However, I can't think of a single other scene in the show that stands out.
I mean 7 seasons and countless "character" building episodes and I can't think of a single moment were the dialogue/performance really impacted me.
This will probably sound funny, but The Vampire Diaries on the CW has a ton of great scenes that are worth going back and watching. And that's a teen drama show, yet the writers put some semblance of effort into creating memorable moments in the show.

You could count any number of scenes that stand out in 'The Grove' where Carol has to do the unthinkable. That opening shot of the young girl taunting the walker tied to the tree stayed in my mind.

Lol.... Really? That's the only scene that stood out for you? Maybe go watch Gilmore Girls, I'm sure you'd enjoy that better.

No, I said that was one scene in an episode that really stood out to me. Back when the show was well written, shot and directed! It's gone downhill post-Terminus. Think I'll give GILMORE GIRLS a miss, dude.
