She started out attacking the group who was fighting against her buddy Ezekiel. Of course, you'd assume that once everyone was scattered all over the place fighting Shiva wouldn't know which ones to go after anymore. You're right, that's one smart tiger!

Well a bunch of them probably smelled like a garbage heap, so there's that!!! Shiva has been around Rick and the others before so I bet she could smell the difference of the people!

That's a point. Cats have a far more acute nose than we do. The garbage people would smell like rotting trash, while the Saviors all carry the industrial odor of the Sanctuary.
