My guess, is that the Garbage Pail Kids were under Negan's thumb the same way as Alexandria, The Hilltop and The Kingdom are. So when Rick tried to make that deal with them, they acted like they were in as long as Rick gets them weapons, meanwhile, they're probably trying to make a deal with Negan for some tax alleviation in return for information about Ricks rebellion.
In hindsight, the ironic thing is that the Garbage people weren't needed at all, judging by the season finale. Apparently, Hilltop and Kingdom and Alexandria were all that was needed to handle Negan's gang.
