Negan is a narcissist. There is no more beautiful music than the sound of his own voice. And he loves putting on a show. He acts very much like a cat playing with a mouse. Negan could be angry, and holding Lucille like he's about to hit you, but then walk away and do nothing. Or he could make a few jokes, smile at you, and smash your face in. The fear and uncertainty in your eyes not knowing what he's going to do, that's something he enjoys and savors. Rick's refusal to be terrified when he threatened to kill his son and crush both his hands really got to Negan; especially when Rick told him he and his people were already dead, that pissed him off.
Agreed. If I was one of his wives I would kill myself due to that reason alone. The Governer, if he didn't encounter Rick early on, would have eaten Negan for breakfast. He would have just pulled the trigger. Negan annoys me because he just doesn't shut up and that is enough to make me give you more than half of what I own. Don't kill any of my people just shut up and move along. I will even give you extra to give me a few extra days to not hear you talk.

The Governor didn't draw things out quite as long as Negan but he also liked giving speeches, getting theatrical, putting on a show.

Even when he was under fire, he kept yapping... like "that widow is alive?!", "about that tiger", "hey Simon, this is what sh1t tastes like..."
Funny when he flicked everyone while escaping on the truck; it made me laugh hard!!
