Other than the cruelty and the multiple wives, Negan's rule is a pretty good model for societal recovery. This is assuming that that he actually provides security from walkers and other marauding humans (which is implied but we never see). Negan has been very fair in his treatment. Lose the multi-wife thing and station a guard or two at each town so that they don't have to devote time/effort to defending themselves and you have a justification for a tax.
The socialism depends to much on overachievers and is only as strong as its weakest link. OK for rudimentary survival but doomed in any long term structure.
So Rick's rule was best at the onset of the Zpoc but a softer Negan style is better for recovery.

I thought that's what The Saviors were more like that along: An organized crime syndicate in a zombie apocalypse setting.
