I think he's also planning something, possibly with Dwight. Right now he's got access to all the important equipment at the Sanctuary. He's in an ideal position to do some serious damage. And yes, if he runs where's he going to go? If he goes back to Alexandria the Saviors will come there looking for him. He's a valuable resource to Negan, so they probably wouldn't kill him, but other people might die as an object lesson - so that he'll never try anything again.

Oh he is definitely planning something. Let's not forget that as far as we know he hasn't discarded the suicide tablets he made at the request of Negan's wives. He may not use them on Negan, but he can certainly use it on his second in command at the right time.

Eugene is not just living the life while being at the Saviors compound. He's plotting...meticulously. He's preparing for a revolution.
