If we forget about the upcoming threat of Rick and the Gang, how long could these chaps really last out:-

We have four or five (human cost) of them driving (petrol cost) to collect their weekly tribute of twelve cantaloupes 🤔

Surely these hungry, thirsty lads are probably going to need to consume half that melon just to keep themselves going before returning with the rest and minus the (presumably increasing) cost of using up more of their finite supply of gas and unnecessarily dwindling their (again finite) ammo stockpile...

Would they not be better off simply growing their own cantaloupe in the first place?

Completely right! How do they keep finding things in the same vicinity ? As for Negan and his model, I can't see it lasting forever. There are NOT infinite supplies in the immediate area.

As time goes on you're going to find less and less, real scores will get more and more infrequent and you'll have to keep going further out. Eventually you're going to enter the domain of another warlord (or some other dangerous group) and maybe bring some trouble back home with you. Picking through the leftovers of civilization is not a viable long term strategy. Shooting random members of a community to punish them for coming up short on their tributes won't magically conjure up supplies that don't exist. Negan isn't thinking long haul right now. It's that simple.
