I think The Zombie Survival Guide also warns us that zombies can 'live' under water.
“Hooking on scuba gear and blindly diving into zombie-infested water is a wonderful way to mix the two childhood terrors of being eaten and drowning.” Max Brooks
Because the water has floating zombies that when ran over jam the propellers of the boats and get caught in the boat's filtration system causing engine problems. And then there are pirates that will seize your boat as well as desperate stragglers trying to board. All of those things happen in a very anti-clamatic way when you watch FTWD.
