I think it's safe to say that Eugene is most definetly being set up.

I thought he was probably being set up as well. He almost seems to know it as well.

I initially thought that Negan planted them there to test Eugene's loyalty.

At least he didn't give in to what they wanted. He is a smart guy after all.
