It's Lori.
Turns out, the bullet that Coral shot her with in the prison only grazed her skull; she woke up days later, stitched herself up, survived off of canned food several weeks, and found her way out of that section of the prison around the time the Governor attacked it with his tank.
Lori assumed that Rick & Carl were dead, but managed to find a few Woodbury people, and together they embarked on a trek northwards to D.C., in hopes of finding something left of the government.
She picked up strays along the way, and settled in that area where the houseboat is.
Next week will feature a heartwarming reunion between Rick, Coral, and Lori - it is one of the few positive moments on an otherwise dark show - and definitely something not to be missed! :)

I forgot to mention that YOU forgot that Lori's corpse became the main course of a walker in the prison who had gorged himself. It even had her hair and scalp caught in its teeth.
That's when Rick lost it and went all ...I see dead people, specifically Lori.

Well, that walker had gorged himself on something, but we can't be 100% certain it was Lori ;)

It was Lori. She was the only one in that section of the prison. Furthermore, the producers confirmed it on Talking Dead.
