No, but according to their custom, the one that kills their leader becomes their new leader, hence how Danny became their leader in the first place. To them Jon would be their new leader for gutting Danny. A fair honorable fight has little to do with what makes a person their next leader, as Danny did it by trapping and immolating their previous leaders.
