According to the Marvel Studios Legends page on Disney+, the second season of stops at episode 20 (Guardians of the Multiverse) and the Riri Williams featurette doesn't have any season or episode numbers.

So why isn’t it a special on Legends instead of Ironheart? It has nothing to do with Ironheart other than being a recap, like all of the other Legends

Because it was released on YouTube during the press cycle for Ironheart. But you're right; it has more to do with the Legends than it does Ironheart.
As such, it's been removed from Ironheart and added as a special to the Marvel Studios Legends entry.
