Should Streaming shows follow the same rule. IIRC the origin of that rule is that traditional shows would be split up and possibly rebroadcasted with different segments attached to each other. Meaning sometimes you might see episode 1 and 2 and next time you might see episode 1 and 9. This wouldn't happen with a streaming show. These shows wouldn't be recut and rebroadcasted. Should we just list it as on episode like the streaming services does? In this case the service should be the source of truth since the show doesn't air anywhere else.

The shows may be streamed in some countries and broadcasted on linear TV in other countries. The recut of the segments is also possible for these shows.

I don't get why this rule is not enforce the same across shows. Here your saying, we have to split it because that's the rule. On this page:

You say, no we are going to ignore the rule because we follow the original broadcast. The original broadcast for Animaniacs would be hulu and hulu says it's one episode.

It seems that you didn't understand the rule.
In the example you indicate there aren't 2 segments (aka as indicated in the rule 2 "distinct stories"), but 2 parts of the same story. "xxx part 1" and "xxx part 2" aren't 2 segments.

Several of the episodes have a story that runs through them eg episode 1 has Suspended Animation (1) and Suspended Animation (2)

Yes, but with another segment in the middle. If the episode did include only Suspended Animation (1) and Suspended Animation (2), it wouldn't have been split.
