Wikipedia also has only 13 episodes listed. It seems that every season has 13 episodes.
The season one names of the episodes >13 re-appear in season 11:
(episode 16 has no name/only a generic name "episode 16")
So I would assume that episodes 14 to 18 are there by mistake.

The Bob Ross website also confirms 13 episodes if you're looking for something more official
