I think that if Josh and Paul were the final two, Cody will say:
"I hate you both, so I'm not voting."

Lol. I can see that happening. Realistically I see him saying, "I hate you both so I really didn't want to do this but the producers said I had no choice so..."

I was honestly kind of surprised I didn't hear something about him refusing to vote. It seems like something he would do.
I can't believe he voted for Josh though. The guy harassed him and Jess all season long. He said some pretty bad things to them and others. For whatever reason I guess he hated Paul more. Paul was right when he said Cody had an agenda against him from the moment he walked into the house. He judged him entirely based off season 18, and didn't even take the chance to get to know him.
